Chemical Project Engineer

Job Summary
The Chemical Project Engineer reports to and works under direct supervision of the Manager of Plant Engineering.  Duties are performed with minimum supervision, but include conferences on planning, scheduling, progress, and difficulties encountered on projects or work assignments.  Requires knowledge and involvement with plant maintenance, energy usage, backup utility systems, chemical systems, process control systems, instrumentation, and equipment used throughout the plant such as kettle reactors, storage and transfer systems, mixers, grinders, rolls, and extruders.
Main Functions
Acquires and maintains working knowledge of Company equipment and processing procedures to provide insight and expertise for possible improvements and to optimize processes in assigned areas.  Conceives and submits ideas to Manager of Plant Engineering for improvements to quality, safety, productivity, and cost reduction initiatives.
Manages engineering projects assigned, including design, specifications, approvals, equipment and material purchases, installation and startup.  Guides Technicians and Maintenance personnel with specific instructions during all project phases.  Maintains project priorities based on Company goals and requirements.
Works with other Engineering disciplines and staff on design projects.  Coordinates projects between departments.  Recommends changes in procedures, design or equipment where necessary and appropriate.  Designs Resin chemical plant equipment and devises processes for manufacturing resins and related products.  Conducts assigned research projects approved by Management to develop new and improved chemical manufacturing processes to potentially reduce costs.  Facilitates implementation of approved options.
Conducts engineering studies and research to determine the feasibility of projects or process modifications as specifically assigned.  Studies may include collaboration on energy conservation, environmental controls and regulatory matters.
Makes cost analysis of projects, writes specifications, estimates labor and material requirements to install and complete projects.  Submits a range of products and equipment designed to perform the process, operation, or system task, listing advantages and disadvantages with options and prices.  Concludes with a professional recommendation.
Makes engineering sketches, which can be used as working drawings.  Communicates with CADD technicians to make finished prints.
Works with Maintenance Department and Production Departments on repairs and redesign of machinery and processes.
Provides technical support to Production regarding equipment and facilities.
Works with Safety, Production, and Engineering in all aspects of developing and maintaining safety controls and programs, including Process Safety Management, Process Hazard Analyses (PHA’s), safety training, etc.  Reviews and keeps all PHA requirements current.  Provides system and processing expertise in development of programs.  Suggests ideas to Safety Department for additional safety training or programs to improve safety or address issues or concerns.  Ensures that all systems and controls are designed, installed and used with safety as the first priority.
Control Systems
Maintains current understanding of the computerized control systems and data collection systems used in Resin Department.  Ensures continued expertise through periodic in-house or external training.
Determines changes needed to control systems’ configuration and programming.  Evaluates recommended changes before implementation to ensure system integrity.  Requests input and assistance from any departments or personnel needed.  Formulates input and various opinions into a best solution plan and works with all levels of management and staff as required to develop and implement changes.
Helps with system development work for the Resin Department systems.  Designs or helps design screen graphics and/or complete control systems.
Works with operators on a regular basis to provide training on systems and determines problems or opportunities for improvements.  Helps develop training programs, and provides formal and on-the-job training of systems and equipment to improve knowledge and safety. 
Performs engineering required to adjust control systems for changes and new formulations.
Maintains software security systems on control systems to prevent outside intrusions.
Monitors industry trends to ensure control systems meet all applicable standards and best practices.

Working with various key departments such as Legal, Environmental, and Engineering, ensures all installations conform to the applicable government regulations, safety and insurance standards, applicable codes, and client standards.
Attends scheduled departmental meetings to aid in the coordination of work and projects.
Participates in annual review and audit of chemical unloading and handling procedures.
Works with Manager of Plant Engineering and Purchasing Department in the establishment of vendors for items required for specific projects or routine maintenance and replacement items.  Follows Company policies and procedures regarding requisitions.
Attends training seminars and advanced schooling as directed or requested to maintain a high level of understanding and insight within related fields.  Keeps current on new technology and developments through contact with educational institutions, professional societies, and manufacturers, and by reviewing relevant literature and attending trade shows.
Ensures observance of client policies and procedures regarding record keeping, information security, department operations and safety.  Management reserves the right to assign other duties and special projects as required, and to set all work standards and practices under Company policy.
